PCI Reform: Long An’s Most Impressive 20-Year Leap

According to the 2024 PCI report by VCCI, Long An ranked second nationwide in PCI reform achievements. This top PCI position reflects two decades of strong, consistent reform efforts by Long An’s provincial government. It proves the province’s innovation capacity and long-term commitment to improving PCI competitiveness.

In 2024, Long An scored 72.64 PCI points, up 1.7 points compared to the 2023 ranking. The province remains firmly in the PCI top 3, confirming its national leadership in competitiveness. From 42nd in 2006, Long An overcame challenges by improving governance and focusing on business needs.
These results come from strategic solutions improving Long An’s investment and business environment. They prove modern governance thinking that centers on businesses to support and serve effectively. Long An continuously promotes administrative reform and raises transparency in public services. The province improves infrastructure, develops human resources, and ensures security steadily. It also strongly drives digital transformation in delivering efficient public services.
According to Long An’s Department of Finance, since 2023, the province evaluates competitiveness using DDCI metrics. DDCI measures economic management capacity at departments, agencies, and local levels in Long An. This aligns with the Provincial People’s Committee’s goal for united reform efforts across all units. Departments and district authorities work together to improve economic governance capacity strongly. These efforts contribute significantly to enhancing Long An’s investment and business environment.
Survey results show most businesses and production facilities trust Long An’s improving investment environment. Management and governance quality of departments and local authorities continue to show positive changes.

Alongside DDCI evaluations, Long An has boosted domestic and international investment promotion activities. The province actively promotes its strengths, image, and open, appealing investment environment to partners. These efforts help Long An maintain its high ranking in the national PCI competitiveness index.
In investment promotion, Long An aims to proactively attract and selectively cooperate with investors. The province prioritizes quality, efficiency, technology, and environmental protection in all investment projects. Many large domestic and international corporations have surveyed Long An for investment opportunities. Provincial leaders frequently meet with businesses to listen, understand, and resolve any concerns. Thanks to this approach, many reputable investors have launched projects in Long An after short evaluations. These results contribute to Long An’s strong PCI performance and long-term investment appeal.
With innovative approaches to investment promotion, Long An ranked in the top 10 most attractive provinces in 2024. As of Q1 2025, Long An recorded 2,278 FDI projects with a total registered capital of 12.78 billion USD.
Mr. Truong Van Liep, Director of Long An Finance Department, shared plans for upcoming investment strategies. The province will actively reach out and introduce its strengths to potential domestic and foreign investors. It will also digitize and publish provincial information to improve transparency and accessibility. These efforts are identified as strategic breakthroughs to boost PCI and improve the business environment. They aim to help Long An connect more closely with both local and international investors.
